EVERY single republican I have seen on TV for a WEEK has concentrated on:
law & order oil business looting property rioting army military authority private citizens sending money even starting to hear their old favorite....fraud
the few democrats who have dared to speak out have talked about:
trapped people still in their homes food water shelter asking people to take in homeless asking how this could happen in america

Republicans "pride" themselves on being the "law & order" party, and claim to be the "Daddy" party..stern and disciplinarian
That may work fine when you're free to bully poor people with impunity from the press and the public, but there are times when a little more Mommy and a lot less Daddy is necessary.
That time is NOW.. It has been for DAYS.
It's up to the democratic party to step up and remind the public who really cares about their well being..their very lives..
It's NOT time to back off and pretend that there will be "time later to assess what happened". The time is NOW the time is FOREVER.
They screwed this up BIGTIME and we must make them wear this badge of dishonor. They earned it. They OWN it.

Virtually all Republicans have followed the priorities you listed. Sadly, so have many Dems, explicitly or through their silence. They are dinosaurs, all of them. Katrina was to them what that big ass meteor was to the dinosaurs. It's the end of them.
It's the beginning of the age of the people again. Katrina changes everything.
