...not a governmental duty. They would point to their inadequate charitable work as evidence of their compliance. They look at charity as something they do when it suits them to feel holy and not in terms of solving the problem of poverty.

charity is NOT a quid pro quo. The purpose of giving to charity is to make YOU a better person. You need to exercise you muscles to up your body. Charity is a way to exercise your heart (compassion) muscle. This is the way to be more Christ like.

along with the point that there is no way that charity could cover as many people as well as government services do.
But do they care? No. Taxes are evil. Government assistance is evil. And they have a right to be charitable if they want and would rather use that tax money in that way. (And I bet an awful lot of that "charity" would go to woman-hating groups like Focus on the Family, so it would be a double whammy.)

Ultimately, they think the rich should have full discretion to dispense or withhold charity and to put whatever conditions on it that they want. They are oppose to the public requiring it in order to provide basic services as a right of citizenship. In short, they hate democracy.

We Humanists don't need a Bible. But Bible-believers do, so I love it when good quotes are found there. And we Humanists should appreciate such sentiments wherever expressed.
