this was when NY had that Financial Meltdown and when Felix Roytan (sp) was appointed to bring NY back he was granted some special privileges. That was a special case and Roytan had been given those powers.
This business with Governors sounds like a power grab and definite political overreach.
As I say we are not going to recognize this country in a couple of years if some real democrats (small d) do not assert themselves and say --wait just a minute here, folks.

I suppose there are some constitutional considerations at the state level.
It will be for the MI supreme court to decide in the end.
