If you look generally at federal efforts in dealing with meth, they're all about treatment and prevention, and considering drug abuse a public health issue. Does the creamy white complexion (before they start picking the invisible bugs off of their skin) of meth abusers made a difference in this attitude? Or is it just an issue on enlightenment on the part of the policy analysts and government workers who actually make policy?It's not for me to say.

HOWEVER, law enforcement efforts nonetheless still get the vast majority of federal funds for drug abuse.
