He avoided going to jail by singing like a canary. The mayor hired him to run the shelter even though there were more qualified candidates for the job (locals think he has the goods on the mayor and this was a way to keep him quiet). Part of the indictment alleges that he traded rooms at the shelter for sex with two female residents.
