Israel would be wholly within its rights to proceed with the demolition of the Lebanese military and all installations and facilities whose operations would benefit and support Lebanese military activities, and to pursue operations aimed at the neutralization and destruction of Hezbollah on Lebanese soil.

I agree that Israel would be within its rights to do that, but the threat was specifically to the civilian infrastructure, and that, imo, isn't something that Israel would be wholly without its rights to carry out...
