There are some people who are in it for the money, what small money is involved.

Most people are in it to help kids. The bad foster parents get a lot of attention and distract from the millions of good ones who nurse sick kids back to health, who get handicapped kids into services, who take care of addicted babies, who deal with children who have been sexually abused and all the behavior that comes with that history. Most of them get about $15 a day for each kid. That is very little money, as anyone who is raising their own kids knows all too well.
