Congress is too afraid of political repercussions. Republicans trying to induce retaliatory gridlocks. As in If you are going to use this government to prosecute us for our crimes. We'll shut this government down. To that I say, go right ahead and further shred yourself. I have no problem with the minor inconveniences of the republican party dooming themselves to extinction. Resisting prosecution will hurt them far more than it hurts us. Refusing to prosecute will hurt us far more than it will hurt them. Both the democrats and republican have their hand on the sword. We have to be ever mindful of which way the sharped point of the sword is facing. They can turn it on us just as easily as we can turn it on them.
