ROCKVILLE, Md. - The off-duty deputy U.S. Marshal involved in the shooting death of a motorist last week on Rockville Pike has been charged with murder.
Detectives arrested Arthur Lloyd, 53, Tuesday morning at his home in Montgomery County.
