I think this is the key graph:

Vice is bounding around the country, talking to his usual circumscribed audiences of conservatives, right-wing think tanks and Fox News anchors. No need to burrow in the bunker when you've turned America into one."

In other words, all this bad stuff is Cheney's fault. So when they throw him overboard just before the election, they can say, "See, Bush is really a great guy! He's a uniter, not a divider! Let's give him another chance!
MoDo -- who seems constitutionally incapable of penning a column without taking a gratuitous dig at Clinton -- still refuses to see Bush for what he is: a spoiled,, petty, narrow-minded tyrant who was NEVER interested in real bipartisanship.
