16. It's a Grand Jury

Headed up by a Chicago Dem., District Attorney. Richardson?

Grand Juries are hard, very hard to sway once they get cranked up.

Just about any major criminal indictment comes from a Grand Jury. Once an indictment is returned, a Trial by Jury ensues. Unless there is plea bargaining.
