I just sent an email about this to the MN secretary of state and everyone on the MN State Plan Committee. I don't do this very often, but this article is just first rate with some killer quotes from that manual. And she hadn't heard from me in a while. In the email I also included a link to yesterday's NewsHour story on BBV that was posted on another thread.

MN is presently committed to paper ballots, with some kind of machine to assist the blind with their voting. The state has not yet said what that machine is going to look like. I'm pushing for a machine that, in the end, generates a paper ballot. But it's hard to know if they're listening.
