There was food and water at the Superdome. There was a system set up to give preference to the medically ill and elderly.

They simply got overwhelmed with the sheer number of people. The convention center was opened at the last minute because they couldn't accept any more people at the Superdome.

This part is just my opinion, but I think they may have expected airdrops of water and MREs from the military based upon what I've heard from other local officials.
