To do so. But - I am thinking he will not accept it easily - and appointing a special council(wink wink) gives him one final kick at maintaining the presidency.....

They are grooming/setting him to step aside. (they, being the GOP)
Bush numbers are abysmal - but they were not great even before Katrina. What if the GOP decided to use Katrina to oust the most unpopular guy in the party? What if Bush handlers told him before Katrina hit that all was well - do not worry - FEMA has it covered - everything is in place....so Bush continues on his way - and is reminded several times how well the aid is being distributed - so Bush is really unconcerned......until he flies over New Orleans. Recall the photo of him in Air Force one - he really looks p*ssed.....like he recognizes he has been betrayed.

He resigns under pressure - Cheney steps in. Elections in 2006 - the GOP lose some seats but it is not a rout. Cheney runs in 2008. The agenda is still in play. I repeat - the agenda is still in play - and this is important because it is now clear that Bush has not been able to accomplish the agenda is 8 years.
