has made election theft much easier. when clinton was in office, there was barely any electronic voting. Now we have two republican controlled companies - Diebold and Sequoia - counting our votes in secret. That's over 90% of our votes being counted by them. So the answer to your question is, things have changed in the way elections are run since Clinton. There was fraud back then but not on this scale.
