Since the Avian flu has not yet mutated to an H-H form, we don't know what form it will take when it does. Since we can't get a sample of it in it's H-H form until it takes an H-H form, we can't make a vaccine.

Once it does take H-H form, a vaccine can be made - maybe. Flu vaccine is made using live eggs, but since this is an Avian flu it has been killing the eggs in the experiments that have so far been done.

There are some things that are beyond politics. The Avian Flu doesn't give a damn about human politics.
