CIA is supposedly in charge of overall intel budget. Who in Congress approved this domestic op then ? Isn't that, like, unconstitutional ?

Funding not under perview of Congress...has to also have an illegal source of funding. Can you say "smack" from Afganistan via world banking system...under everyone's schnozola.
