and to do that, you need to be logged into the machine as the administrator, as only the machine's administrator(s) have the power to add/change users.

you could set up an account as "user1", and then restrict that account's priviledges-- for example, you could only allow it to run programs, not install new ones. this is pretty SOP for most multi-user environments, or at companies where you don't want everybody to have über-control over their workstations.
