27. Well, it's most likely two things...
1) There have been a large number of idiotic changes to the Federal regulations (go figure---:P), and schools have had to scramble to make them work. The poor schmucks that make awards (i.e. the Financial Aid Office staff) have had a nightmare situation this summer to put things into place. 2) If drop/add isn't over yet, they are probably waiting until then to assess your class schedule at that time so they can pay you. Otherwise, they're liable under Federal regulations to return money to the Federal programs on your behalf if you drop out; also, they'd have to chase you down to have you return money if they paid you for more classes than you actually took, and they'd be out a lot of money. If drop/add's over, they may be waiting on lenders to disburse loan funds.

These are the most common reasons for something like that. :)
