Kerry, Campaigning on U.S. Jobs, Pushes Government Aid for New Industries

April 28 (Bloomberg) -- <snip>Kerry is proposing to establish a new Manufacturing Business Investment Corporation that would provide capital to manufacturing companies investing in new technologies. Companies such as Apple Computer, America Online, Federal Express, and Staples were started by similar government-backed investment vehicles for small businesses. <snip>

Kerry wants to expand the federal Manufacturers Extension Program that provides consulting services to small- and medium- size manufacturers to learn about and use new technologies to add products. Bush proposed to cut the program's $100 million annual budget; Kerry would double that, according to the statement.<snip>

Kerry already has proposed a new jobs tax credit to encourage hiring by manufacturers and other businesses affected by outsourcing. Kerry wants tougher enforcement of U.S. trade law remedies against China and other nations he says are manipulating currencies to boost exports.

Kerry says his plan to repeal U.S. tax rules that allow U.S. companies to defer taxes on overseas profits will help make the American workers more competitive, and cutting the U.S. deficit in half over four years will boost investment.

He also has made a proposal to have the government cover the cost of catastrophic health care to relieve the cost to businesses and individuals and allow some of the more than 41 million Americans without insurance to get coverage under the program available to federal employees.
