And don't refer us to another "report". You have a habit of referring people to "reports" that are like those Judith Miller fictional reports on WMD. But, I know that YOU are ONLY an ATC employee and that your job does NOT require you to do ANYTHING that isn't STRICTLY the same as that of any ATC employee with the same title, and that you have NO OTHER paid work that you do, and that since you DON'T live in the Washington, DC area, there is NO reason to suspect otherwise.
