75. I disagree. The timing was very strange. According to the
9CR, Cheney did not issue the shootdown order until 10:10 to 10:15, and they're not sure when he
got authorization to do so.

If the plane was headed for DC, it would have been over Blair Witch territory for another
ten minutes. The passengers were preparing to storm the cockpit, and the FBI was in touch
with the phone call recipients and so should have known this. The cockpit tape can even be
interpreted as showing that the passengers had taken control.

There was at least one pilot among the passengers of the plane.
