They are either not pumping it out of the ground or they are not getting it to the distribution terminals, for a variety of reasons.

One of the reasons that crosses my mind is that the gubmint just doesn't want it out of the ground. Too many of their pals are making too much money in this market and they don't want the price of oil to go down and cut into profits. It's a theory that fits with these guys and their general modus operandi.
