90. It didn't "work" in Spain
The vast majority of Spaniards were against the war from the start and their prime minister Aznar tried to downplay the incident by blaming Basques, which had the effect of turning the people against him even more than they already were. The socialists had withdrawal as a policy long before the attacks, and when they got elected they kept their promise. Spain did the only right thing and withdrew from the war.
