Then the press prefaces the question with: "the Democratic representative suggested you might have chosen to bypass the FISA court because you were illegally targetting members of the Kerry campaign."

LBJ understood this: "of course, he isn't f---ing pigs. But now we have him on camera denying f---ing pigs."

Republicans understand this. Look at the "scandal fatigue" under Clinton. There was exactly one arrest/conviction in Clinton's first year in office. And there was Lewinski. That's it. Exactly two "scandals". But the "fatigue" was real because he had to continually deny all the hare-brained accusations the Republicans could come up with.
