What are the laws governing propagandizing the military and police?

When Bloomberg's NYPD were tearing us off our bicycles and dragging us off to the station to sit with our hands cuffed behind our backs for 5 or 6 hours and getting our bikes confiscated, we thought we should approach the Police Union and explain our position on bike riding. We wanted to explain our position on the mayor and the police commissioner's position, too.

We wouldn't tell the police to disobey orders and not arrest us if they were commanded to, but we wanted to have a chance to talk to them, citizen to citizen, worker to worker, and lay out the case for allowing critical mass bicycle rides in new york city.

We never accomplished the legwork, but now I think there has to be an effort made to lay out the case in Constitution in Crisis http://rawstory.com/other/conyersreportrawstory.pdf#search='Constitution%20in%20Crisis' to the armed forces and the police and let them as free thinking humans and citizens decide on what they want to do about it.

When abolitionists tried to ship anti-slavery pamphlets into Charleston in 1850, they were treated as criminals, their pamphlets were destroyed and the slaveowners started a crusade against abolitionists. Still, there has to be a way to make sure the men and women in uniform, whether the military, the police or the department of homeland security--the people who are putting their lives on the line for this country-- know what the leadership is doing.

My sense is that they are served up a steady diet of Fox and Armed Forces channel.

What are the laws governing informing the armed forces? Anyone know?
