5. Troops MUST be allowed to openly criticize their government and CIC
Not disobey orders, but they should be allowed to publicly criticize the president and the Administration without fear of a court martial. If the Administration doesn't like it they might want to think about what it is that they are doing that is making a lot of the troops angry.
