Create "disorder" so the people will demand "order". To establish order you must give up freedom and self determination. Out of "chaos" comes "order" of a civil society. Preferably that "civil society" thinks of itself as a democracy even if it is not in any way a participatory democracy.

Bush represents Communitarian's "Civil Society thinking" (not that George W. thought up any of this) in his programmed responses. Unfortunately George and the Neo-Con sponsors blew it, now the adults had to come in and take over.
