I know Biden has an excellent rep of being able to bring both sides together on issues, but I'm unfamiliar with Brownback. What little I've seen of him leads me to believe this may be the ONLY issue on which he and Biden agree :7 but the fact that he felt so strongly about this to join forces with Biden says a lot about him as a person.

To me, this is an example of one of Biden's strengths and gifts - the ability to cut through the BS and political lines to deal with what's important, inviting and welcoming his Republican counterpoints to do the same.
