One of McCain's surrogates called the NC GOP and told them to run a controversial ad so that McCain could look good by criticizing his own party for running dirty ads.

This is GOP dirty tricks 101. Clinton and Obama are going at each other and McCain pulls a stunt to make it look like he's "above the fray".
