Here it is:

They will offer Rove a compromise that will not suffice to let him off the hook, and that he will not be able to accept. They will thus have proved themselves flexible and willing to negotiate. Then when he refuses, they will step on him like a bug.

That is pretty much what they did to the Repuiblicans in Congress with the stimulus package.
