Without saying whom should be whose VP, there is still the possibility of unity ticket under which Clark and Dean are presented as the leaders in certain areas. In this scenario, Dean would choose the Secretaries for Treasury, Labor, Education, and other "domestic" departments, and Clark would pick the Secretaries of State, Defense and the National Security Adviser and the undersecretaries of the "domestic" departments that have competence in foreign affairs. The question that would need to be resolved, beyond who would be the top of the ticket, would be who would compose the White House staff.
