They can shut down the government any time they want with filibustering until they get a debate if they believe that voting rights are the most important issue on the agenda between now and the next election cycle.

As for the rules, when an objection is made by a representative and a senator the first thing that will be done is to determine if the objection is a proper one within the meaning of the federal statute. If it is not then there will be no debate and no vote on the objection. The objection will be ruled as "out of order." Now, since you know so much about how congress works, tell me how the Dems can overrule such a ruling by the chair? With what votes?
