No Child Left Behind is IMO a use of the DOE for ill. Has the DOE improved education in areas which would outweigh the negative examples you cited?

There is something to be said for local decisionmaking, however much the locals do not seem worth of trust. Whenever an edict comes down from on high, it's rarely in touch with the facts or specfics of the situation.

Perhaps the DOE could be used to fund some of the cost of mandated but unfunded special education.
