I think we should use it liberally when we think the rules are violated. I just re-read Skinner's post and I believe that is what he is telling us. Unfortunately, the mods won't always agree with us whether the rules were violated. But the more of us try, when we have a reasonable case, the more likely that we will be listened to, I think.
