President Bush discussed the numerous pieces of pro-life legislation he's signed into law. He talked about one of his fist acts as president, which was reinstating the Mexico City Policy prohibiting the taxpayer funding of groups that perform or promote abortions in other nations. He mentioned the partial-birth abortion ban, a bill helping babies born after botched abortions, and Laci and Conner's Law, designed to help protect pregnant women and their unborn children from violence.

"We're vigorously promoting parental notification laws, adoption, teen abstinence, crisis pregnancy programs, and the vital work of our faith-based groups," he said. "We're sending a clear message to any woman facing a crisis pregnancy: We love you, we love your child, and we're here to help you."

He called on the Senate to approve a House-passed measure that would make it a crime to transport a teenager to another state for a secret abortion that violates the parental involvement laws of the girl's home state. Bush also touted his signing of a bill that promotes adult stem cell research and he renewed his call for Congress to pass a ban on all forms of human cloning.

"Because human life is a gift from our Creator and should never be used as a means to an end, we will not sanction the creation of life only to destroy it," he said.

"By changing laws we can change our culture," the president concluded, asking pro-life people to "persuade more of our fellow Americans of the rightness of our cause."
