A couple of other points: its not accurate to say Carter "created" the FISA. It was enacted during his administration but it has its origins in legislation first considered during the Ford administration. Both that version (the FISA of 1976) and version actually enacted (FISA of 1978) were introduced by Senator Kennedy, so in some ways his views are as significant as Carters.

Also, I'm not a big fan of relying on presidential signing statements...chimpy, for example, seems to use them to try and put his own gloss on the meaning of a statute. I think the better rule is that Congress, not the president, is the appropriate source for determining the intent of Congress. Nonetheless, since chimpy is so fond of the use of presidential signing statements, Carter's should be shoved back down this administration's collective throats.
