25. The "Final Solution" was decided upon at the Wannsee Conference
on January 20, 1942. However, the roots of the Final Solution go back into the 1920s (at least), when Hitler was imprisoned for an attempted coup d'etat (the so-called Munich beer-hall putsch) that failed. While in prison, Hitler wrote Mein Kampf, which sort of laid out his plans.

The Final Solution, however, draws as much from the Prussian\German penchant for beaureacratic organization as it does from Hitler's own peculiar anti-Semitism. The Wannsee Conference brought together the heads of 15 of Nazi Germany's state agencies to coordinate implementation of the Final Solution.
