I was actually in a gun shop yesterday (buying binoculars, don't own a gun or know how to operate one) and I asked the guy in the shop about the type of gun and shot Cheney used. He said 28 is for this type of quail and dove hunting.

edit: Gun shop guy told me that the shot COULD penetrate the skin and make it into organs (even through clothes) but that the shot is too small and light to cause destruction of bone. He said that the shot's velocity is high and that's why it can penetrate.
