Gordon Brown's first day also signifies the absence of Tony Blair. The two leaders are not equivalent and/or interchangeable.

* and his Pentagon would still need Britain with them to start something with Iran (which has not been "taken off the table"). Brown right now would not necessarily commit British troops, finance, or support at the U.N.

But have a terror attack and public pressure could force his hand. Or he could be like Blair, act on his own initiative despite contrary to public opinion.

My theory is darker than yours. They found the so-called bombs before anything happened. I can imagine them as supposing to go off in multiple locations, causing death, injury, and panic (not to mention CNN broadcasting "Sir Rudy" from overseas, trying to be the "World's Mayor" and appealing for calm).
