we find that,

"BLACK MILITARY programs appear as budget-request line items bearing acronyms, code names or generic catchphrases, such as STUDS, Tractor Rose or "special evaluation program." Their total costs are usually withheld. They are justified not to Congress as a whole, but rather to elite committees like the Senate Armed Services Committee and the House National Security Committee. The most secretive, or "waived," programs need only be revealed to the committee chairperson and the senior minority member. The only people providing core information on black-budget military programs are those who have a large stake in them: the relevant military personnel and their contractors."

Accountability and oversight...they don't happen.

Questions to ask, what Senate/House committee(s) approved funding for whatever project 21st Century was involved in ? Start there.
