He was rebuked for violating the rules of decorum of the House of Representatives. It wouldn't have mattered had he said something considered racist (and include me in that group) or he's begun singling "A Star Is Born"...his outburst in a joint session was a violation of House rules and that's what his rebuke was about.
As far as this shitstain's racism...that's up to the people who elected him. They obviously feel comfortable having a racist represent them...or if they didn't know how "old school" he was, then they will have a chance next year to toss him out of office.
