What happened in Arizona that got this law passed?

Are there any locals that can explain it? I heard about a rancher getting killed; drug wars on the border; a John Bircher pushing it in the legislature; and Neo-Nazis supposedly writing it. But I was wondering if someone knowledgeable about this can give me some insight on it.
