And I think the concept of MAD revealed the irony that the most effective, destructive, offensive weapon devised, had a "defensive" quality:

"Don't want none? Don't start none!"

In view of threats of pre-emptive attack against a reactor by Israel or the US, the claim that such a weapon is a form of insurance doesn't seem altogether too far off. Reading a Juan Cole's site, for example, that the bombing of OSIRAK excellerated Saddam Hussein's weapons program suggests anti-proliferation has a "right way and a wrong way". Weapons stockpiling strikes me as reactionary. It arises from a need, either real or perceived.
