If he runs, he's running for the presidency, not the nomination. And he knows it, because he grew up in politics and can read the situation well enough.

He's going to declare after Clinton and Obama drag each other through the mud, and he's going to get the nomination, and the presidency unless the Republicans can come up with somebody way better than the current crop of idiots. He'll be a better canidate now that he's finally managed to loosen up, speak well and crack a joke every now and then, where before he was running the super-serious "I'm not Bill Clinton!" campaign and being so uptight cost him votes, as did a much less cooperative media than he'll face this time. There's also the underdog factor- Americans love a scrappy underdog and a comeback story, so he's got that going for him. I'm not really a fan, but that's my read on the situation.
