16. I hope he sticks to his guns on this, and not fold like he did on the PO.
He can keep the pressure on and push this through the mid-terms. I doubt he will get a bill before then, but after the mid-terms he can see the shape of Congress.

Even if rethugs win, he should still be able to bully them into passing tax cuts for the working class.
