He attacked the Govt Bldg where the PM's offices were AND basically a training camp for members of the same party.

I think you are right. It most likely was not random. The PM did say they do not know if he acted alone. However they did say he 'is cooperating with the police' that he was 'anxious to explain himself'.

Maybe he was angry, like the far right here are with Democrats, with the government for allowing Muslims into the country and associates the Labor Party with that.
