but having read the article at the link it looks like her comment may have been taken out of context in order to discredit her.

For all I know, she deserves to be discredited - I have no clue what her record is, but it sounds to me like she was deliberately making a point about how few options there will be for homeless people because these positions are being cut.

She was probably just trying to show how difficult the situation is — that we’re left with choices that really don’t make sense.”"
