The federal laws pertaining to federal funding for the national guard are very, very explicit. You mess with that money and you go to jail. Back in 1962, I used a national guard code to issue parts to a reserve unit and I thought Leavenworth was the next stop after I got chewed out by just about every officer senior to me at Camp Pickett.

Unless the state constitution or law forbids it, there is no legal bar to using state money to fund a state guard.
