These things are called secondary evidence of citizenship, and are commonly used by, e.g. the US State Department. The fact that the AZ law listed a circumcision record along with such things as a baptismal certificate is simply being inclusive of the kinds of things that normally pass for such secondary evidence.

To folks who have never encountered the subject, it probably sounds funny, but only through a combination of ignorance and lack of context.
